Lord Lucas: My Lords, I share doubts, especially those expressed by my noble friend Lord Baker, about whether the Bill will turn out to be a good thing in the end, but doubtless there are good things in it. I start, though, with something which is not in it but which I think the Government intend should be in it, and that is home education. I smell a rat when it comes to home education
